Product has several libraries being Siemens, Schneider, ....

EPLAN Cogineer
I think this tool will rock because it supports you in the lowest version of standarisation and generating diagram.
First, EPLAN identifies 4 Steps of standarisation
1. copy projects and macros
2. working with macro and sample projects
3. generationg diagram with EEC one
4. generationg diagram and much mor with EEC prof.
Cogineer picks you in the 2. step up and is an integrated tool in EPLAN P8
With a smal framework of rules you could assamble a project in a fast way.
It is not necessary to know anything about scripting, progamming Excel, Visual Basic or Java
And they told me you could rent the licens for an half or complete year.

But is it a multi-disciplinary tool? Or should it be put under 'electrical engineering tools' sub-board?

It is working in the complete EPLAN P8 world.
I'm not sure for ProPanel and 3D Mountingplate Layout, but it is definitly not only for electric P8.

Sure, but these are all tools for electrical engineering. Aren't they? For instance EPLAN PrePlanning (Process/P&ID) is a different discipline then electrical.
